USING THE FILES
legend.csv defines the columns, units, formats and blank-value meanings.
CSV is UTF-8 with headers. Import identifiers, ZIP codes and phones as text. Blank differs from zero or false.
Columns of type json contain JSON text within CSV cells.
LICENSES.txt contains source attribution and applicable notices.

LIMITATIONS
- The CY period label denotes the DOL form year (the year printed on the form), generally plan years beginning in that calendar year; filings reporting other plan years remain included.
- A form year is captured only after its extended filing deadlines have passed; late, delinquent-program and amended filings received after the DOL extract date are absent.
- Participant counts describe plans, not employee headcount; sponsor totals add each plan's latest filing, so a person in several plans is counted in each.
- Names, addresses and phones are filer-reported and not verified; one filing supplies each sponsor's contact block and variant counts show disagreement across filings.
- Signer, preparer, in-care-of, plan administrator and trustee names are withheld; administrator EIN, address and phone are kept as published. Carrier, broker and service provider names are delivered only when the name itself shows an organization (legal-form or organization word, or a carrier NAIC code) and, for brokers and providers, carries no separate personal-name segment; other names, their street lines, fee purposes and relationships are withheld while amounts, codes, EINs, city, state and ZIP remain. Business names can include an owner's name.
- Plan entity (line A) numeric codes are published without labels in the DOL layout, numbered separately on each form, and are not decoded.
- Business codes follow a NAICS-based form list; titles come from Census NAICS 2017, then 2022, and parent_prefix matches name the nearest published parent industry.
- Schedules A, C (Part I line 2), H and I are included; other schedules (D, G, MB, R, SB, DCG, MEP), Schedule C line 1 and 3 and Parts II and III, Schedule H/I line detail beyond the delivered totals and fees, attachments and filing images are not included.
- Schedule A attaches to Form 5500 filings with insurance contracts and Schedule C to large-plan and DFE filings; 5500-SF filers have neither, a Schedule C lists only providers paid $5,000 or more, and plans exempt from filing are absent.
- Schedule A total_premiums_usd adds the premium lines reported on one schedule; a filer entering the same premium on two lines is counted twice. Line 3 broker amounts do not always add up to the line 2 totals; both are kept as published.
- Sponsor plan net assets exclude DFE filings, whose assets belong to participating plans; sponsor name lists keep published spellings without merging variants.
- Place contacts describe the Overture release, not the form year. Matched does not mean manually verified; emails are limited to published shared business mailboxes, and sponsors filing from a third-party administrator or mailing address may link to that location or not at all.
- Nonprofit and OSHA values are exact-EIN joins from the captured sibling editions, not verified identity; OSHA figures cover only establishments that reported to OSHA, and Form 990 values describe the organization's own latest return.
- 13 source record(s): Expected 5-digit or ZIP+4 postal code
- 9 source record(s): Plan characteristics code absent from the form-year code list
